You can download the windows version of UNLAlert from here. When it downloads select Run.

Select next through the installer.

When the installer is finished you will get the message to start the program or restart you computer select Next then Close. The program is stored under Program Files in the Startup folder. It will start every time you restart your computer and it will display in the System Tray while it is running.
